Windows 7 desktop can't reach Adobe servers

My Windows 7 desktop can no longer reach Adobe servers, making my Photoshop plan unuseable. Adobe say I should download update KB2956283 'update for Internet Explorer 11 for Windows 11 SP1'. I have tried but I get a message saying.. this is not applicable for my computer.
