Startup Repair not working

Long story short, I tried to reinstall my Windows 7, but didn't have a CD so I used the Dell Datasafe Backup to restore it to factory version. This failed spectacularly as upon booting the computer, I will always get a BSOD(0x00000116, atikmpag.sys, cannot Safe Mode because it cannot fully install windows in safemode, plz restart, blah blah). I tried Startup Repair which doesn't work either.Event Name: StartupRepairOffline1: 0.0.0.02: 6.1.7600.163853: unknown4: 211967905: AutoFailover6: 37: FailureDuringSetup
