How to fix this error wile installing .NET Framework 3.5(including Net2.0 and 3.0)

I receive the error code 0x80072efe when I try to install the NET framework 3.5.I tried to use the cmd.exe and power shell it both failed.I also tried dism /online /Cleanup-Image /RestoreHealth & sfc /SCANNOW ant it still didn.t workI could really use some help.
