Win 7 problem

I installed a new program in my windows 7. After doing the setup my taskbar went missing. To resolve this problem I restarted my windows 7 laptop,but when I logged in again my whole screen was black and only a cursor was left. I started to create a new task named explorer.exe in task manager but it told that taskbar is not responding close the program. I tried this many times. I don't have a windows installation disc. Please help.
