Defraging drive

I have Norton Utilities and have their optimizing operation as part of my normal maintenance process. I also use the Windows 10 Optimizing utility (Properties/Tools/Optimize). My question is why there is such a difference in the results? I see a fragmention of 5+% in Windows 10 after using Norton. I started using Norton on a 286 PC and thought that they were THE experts in Hard Drive maintenance. Are they doing different things? I would really appreciate a better understanding of this. As usual I do appreciate the response that I get from you folks.
