Trying to shrink C on my travel laptop to install WIndows 11 preview. Disk Management won't shrink at all due to error in title. I tried disabing Hibernation, System Restore, Virtual Paging File, Disk Cleanup. Then tried Partition Wizard which previously could do this with boot disk, Aoemi which was recommended for it. Didn't want to Defrag or System Files Defrag on an SSD. Finally found buried in a long thread a tip for the tool that can do this now with only it's free version Resize function, EaseUS Partition Manager.
