Trouble installing Windows 7 on HP Slimline 290-a0020

Hi, so I need to install Windows 7 on my HP Slimline 290-a0020 for legacy purposes, I only need to use it offline. I have an issue where the Windows 7 DVD will go from the "windows is loading files" screens to "starting windows". At "Starting Windows", the windows animation won't come up and it is stuck indefinitely. I provided an image to show you what I mean. Please, can someone tell me why this is happening? Thank you!
