Laptop has two EFI partitions

Hello everyone, Don't know who else to ask. I recently cloned an M.2 drive over, and after the clone was complete and the computer would not boot due to a bcd error. I was doing some research and wound up on reddit. Someone else mentioned the same thing happening and they mentioned that their EFI partition was some how deleted during the clone so I thought I just needed to recreate the EFI partition. I ended up creating a new 100mb partition and the computer still wouldn't boot. It gave me a BCD error. After some stumbling I managed to get it into safe mode. I ran SFC /scannow which got to 22%
