How can I install windows 7 to a USB hard drive?

Hi there!I have an older pc that I’m doing a project on but I can’t install windows 10 because it can’t run on that pc. And I don’t have a hard drive installed at the moment and I want to install a copy of windows that will run off a live USB on that pc! When I want to try to install windows 7 to my USB hard drive, it gives me an error that says windows can’t be installed on this drive.
