How to fix a black screen

, l need your help fixing my dell latitude E6400 of windows 7 32bit , lt has developed a black screen after downloading a launcher program. I have made a lot of research and some tells me to open task manager, open run and search for the program in order to uninstall it but the task manager just stops working. I tried to run the laptop in safe mode but it still has the same problem
