4gb ram installed but 1.92gb usable

My pc has 4gb ram installed but only 1.92 usable with windows 7 professional 32bit. I know this windows can have max of 4gb ram but then why am i only getting 1.92? also according to performance monitor it has about 2100mb ram hardware reserved. in bios too its showing 4gb ram installedIs there any way of getting more than 1.92?
