Unable to add Album art to some mp3 files

I am able to add Album cover art to most mp3 files using either Windows Media Player or the MP3TAG application. However all files in some folders just refuse to display the art. I test this by viewing large, medium, and small icons using file explorer. It has nothing to do with the JPG file I use because I can add a file that displays properly in other MP3 files (using MP3TAG), and it won't show up using File Explorer. I've also noticed that the proper cover art shows up in the folder's directory. The good and the bad directories seem to have the same properties. I'm running Windows 10
