Complete shut out from Windows on my Surface Pro 7

It's been a frustrating attempt to fix the Blue Screen of Death (error kernel heap code corrupt or pfn list Corrupt)Laptop keeps restarting and even in WinRE I am not able to enter into safe mode it continues to restart and ends up in the WinRE page but never to safe mode. Lest to say I'm not able to enter normal windows either..Tried to reset PC but after a long time time re-installing, it simply goes into the blue error screen again. Completely at a lost on how to solve it. Any advice or help is appreciated.
