Brand new sealed windows 7 will not activate. The product ID is claimed to be block, however it is genuine.

I have a sealed windows 7 product that I opened to install windows 7 ultimate. I inspected the box using the "how to tell" and the counterfeit indications are NOT present. The CD's are holographic, the product key looks correct. I called technical support and they directed me here without providing a solution. I need to find out why this product key will not work, and how to get a working product key. This is a RETAIL license windows 7 ultimate 32/64.
