windows 11 preview update stuck at 0% and sometimes error code 0x800706ba with service host: network service using internet in background

hello communityi have a few problems1) my update is stuck at 0% of Windows 11 Insider Preview 10.0.22000.160 (co_release)2) Service host: network service is using internet in the background but is not downloading anything (it used to use 20mbps i restricted some of it by going to delivery optimizations > advanced options and cranking everything low)3) also an error code is being displayed whose meaning is not understood anywhere (0x800706ba)
