Can't install Visual C++ redistributable 2013: error 0x800b0109

I have Windows 7 because some software I have doesn't support Windows 10. It does need Visual C++ redistributables but when I try to install VCR 2013 it just errors out with error 0x800b0109. I found some post on microsoft TechNet, but the solution was deleted. It is a VM, maybe that's the problem, but I have my doubts.
