My Friend Windows 7 Laptop won't start. Need Help

When we turn on his laptop It's continuously restarting and says, " A problem has been detected and windows has been shut down to prevent damage to the computer.If this the first time you have seen stop error screen, If this screen appears again, follow these steps isable or uninstall any anti-virus, disk defragmentation . " Please Help me solve this problem
