How do I assign a drive letter to an empty volume in Windows 10

So I have the two drives displayed above in my computer, but when I right click them the only option I get is 'Delete Volume...'I would love to know how I can make these drives options to 'Mark Partition as Active' or 'Change Drive Letter and Paths...' active.
