Explorer.exe class not registered

Hi! This computer was recently returned to it's original shipped state, and it began having problems. I cannot use the taskbar (ex searching, account, extc) and when I try to open settings it says "Explorer.exe Class not registered". Adobe Creative Cloud also will not load. Please help!!
