Computer is not opening

I was installing windows 7 to my pc......when I reached the step where I had to select the drive where I had to install windows I selected my C Drive and I deleted my C Drive's files and folders but the process of installation to windows was incomplete with some error........and when I tried again to install windows , windows loading appear and windows icon appear but after that a black screen with mouse pointer appear and then nothing happens...........i can't open my computer now....any suggestions please
