my shift key is active and im not pressing it

when i type one it does ! and i cant watch a new youtube video without opening a new google tabi also cant runn and jump in minecraft i have tried sticky keys and shutting down and turning my pc back on please help mealso i cant scrowll down with my scroll wheel also its not my keyboard i know because i tried a different one
