Clipboard still syncs when I select "Never automatically sync text that I copy"

Hi,I have the setting as below, and my Android phone linked to my PC. I copy text on my PC and select paste on my phone and it's there, when it shouldn't be. It seems to be ignoring the command NOT to sync unless I manually do it from Win-V.Anyone else have this problem?
