Microsoft store saying not enough storage to download app when there is more than enough storage

I am trying to download a game onto a flash drive from the Microsoft store, specifically Shadow of War. It originally downloaded to about 25 GB, and every time I try to continue the installation, it downloads about 0.5 GB, stops, and tells me I don't have enough available space to download the application. The game is a little less than 100 GB and I can confidently say I've got at the very least 300 GB of free space left on the flash drive so I am not sure what the issue is.
