Windows Server 2019 Datacenter: Issues enabling 16 of a 32 core system

I purchased 2x Physical copies of "OEM Windows Server 2019 Datacenter - 16 Core" Thinking that two would cover the 32 Core Count that i have in the machine. I am unable to Unlock the other 16 Cores on the Physical box as i am unable to find where I can add the additional licenses without overwriting the original Base licenses.

I need some assistance with this issue.
