Upgrade Windows Server 2012 R2 to Windows Server 2019 error

When I upgrade my server from Windows Server 2012 R2 to Windows Server 2019, it fail with the following error


The installation failed in the SAFE_OS phase with an error during SET_PRODUCT_KEY operation

More information:

+ license key, which is got from my Visual Studio Enterprise subscription, is good

+ I downloaded ISO file en_windows_server_2019_updated_nov_2019_x64_dvd_56432a3e.iso into hard disk, mount and run setup

+ Edition: DataCenter (2012 R2) to DataCenter 2019

+ I tried 3 times, the same error.


Please help me to solve that error.
