"Power Surge on the USB Port" Error not Resolving

On Saturday, September 27, 2021, my mouse stopped working with my Dell Inspiron 3558. I have been trying to solve the issue since, and today I noticed (yeah, it took me way too long) in the bottom right corner that it was a power surge on the USB port. I clicked on that symbol in the bottom-right and it took me to the prompt that tells you to unplug the USB device and click the "Restart" option on the prompt.
