Windows 10 Taskbar isn't working, resetting explore doesn't work, powershell says i don't have permission and there are no icons showing.

So basically windows that are open won't show and powershell thinks i don't have permission AND it doesnt work even when resetting explorer. It might be a virus?not sure. Settings won't open, win key + r and x won't work, but control shift esc and ctrl alt del works
