How do I remove file restrictions from an external hard drive in windows 10 so I can add or edit those files from a different computer?

Running Windows 10 on my old PC, I created a back-up of all my files on an external hard drive. I replaced my Windows 10 PC with another (also running Windows10). I don't remember having set up any Administrative rules on external drive files. But I can't make changes to existing files, or add new files to the external hard drive. When I try, the "pop up" menu shows the "administrative" shield, and I get a message "You need permission to perform this action." When I look at the Properties, full control is ONLY granted to SYSTEM, and I am unable to change that. How do I change this?
