Windows outlook account deleted by MSFT and now cannot log into Windows 10 on new Hp computer

Hi -I posted a question on the outlook website and the tech support confirmed my suspicion that a newly created outlook email account that I had never used or accessed was likely deactivated and deleted by MSFT. Unfortunately, I cannot create a new email address with the same outlook account name. That account was used to sign into my HP laptop and now I cannot get past the login screen. I tried using an alternative microsoft email. It takes me to the PIN setup page and then says that a PIN cannot be setup.
