Why does Windows Mail, when I mark an email as junk, say (Sender Blocked) when it never blocks them?

Why does Windows Mail, when I mark an email as junk, say (Sender Blocked) when it never blocks them? It's always been this way with the mail app for me. Is it a bug? What's the point? I know I can block in Outlook, but it would be ideal if the desktop app could do blocking also.
