Please tell me how to receive a refund for item not shipped

Hi,I order "JBL LIVE 100 In-Ear Headphones" $39.95 (order number 9670180562) from the Microsoft store on June 30, 2021, but they were never shipped to me.The last tracking message I got said "Delivery failed - processing refund. Refund will be issued within 4-7 business days." but I never received a refund. There is no option for me to request a refund in "Order History" I've tried for months to contact a human at Microsoft but it's literally impossible via chat, email for phone# so I'm hoping this question will finally result in my refund.
