My PC does not boot to the sign in for Windows 10 and it auto restarts?

My PC does not boot to Windows 10 and restarts to bring me to advanced startup and the machine can’t find out how to fix it or reinstall Windows 10 and I don't know how to get to BIOS. Any help will be appreciated.
