Mail is marked as a suspended app when minimised, despite having permission to run in the background

I have been having trouble for several weeks with Mail not updating my inbox or sending notifications when the app is minimised. I have finally nailed it down to the app showing up as "Suspended" in task manager when it's minimised. It has the little green leaf beside it and the text about the UWP process being suspended to improve performance- these go away when I open the app window again.I've searched for a way to mark the Mail app as un-suspendable, but every forum post I see points to going into Privacy settings, then Background Processes and making sure it's permitted to run in the backg
