Error After Windows Update

I have had two issues for the past 1.5 months after an auto windows update:1. Cannot open Start nor used Search with Left Click; only Right Click. This has led to not being able to open Settings.2. Every time I shutdown or just restart, Windows treats Chrome and Edge as New Browsers. Every time I shut off pc, none of my history is saved in either browser. Each one asks me to set things up as a new user and Edge doesnt recognize my login now.I have restored and tried cmd options but still the same.Please advise
