Windows blocking file. Normal steps to fix do not work.

Windows 10 Home is blocking some official Canon drivers from running. The driver file is an exe. The message is "Windows found that this file is potentially harmful. To help protect your computer, Windows has blocked access to this file."There is no Unblock option in the file properties. Reputation based protection is set to off. *There is no Run as Administrator option.Any ideas?
