Windows Defragment and Optimize Not Working on Second Drive

I have two hard drives on my desktop computer. One has a C and D partition with the OS on the C drive. Windows shows the C drive does not need to be defragmented. I understand that with Windows 10, C drive is automatically defragmented on a regular basis. The second drive has three partitions, G, H, I. I am trying to run a manual defrag on G, which Windows indicates is 17% defragmented. I've tried three times now and it starts the defrag process, shows the elapse time but only runs for a few minutes, then locks up. I tried running a defrag using Norton 360 and that also failed.
