A website Ive been trying to open keeps saying "Failed connecting to server"

The page keeps telling me to refresh but nothing happens after. It worked for a bit when i uninstalled Norton Security and restarted my computer. After a few minutes, it stopped loading again. I tried turning the firewalls off then restarting but nothing was happening. Im using Chrome but the problem persists with Edge as well so Im guessing its not the browser.
