Laptop in question is Asus K513E OLED 11gen i5, win 10.Device Manager showing webcam as "Unknown USB Device (Device Descriptor Request Failed)".I uninstalled the webcam drivers and reinstall them from the official Asus support page for this laptop - didn't work.Then I did the same for the chipset driver (I assumed the main USB controller might be on the same die) - same result.I then "updated" the driver for the USB hub device (USB 3.0): "Update Drivers" -> "Search My Computer for Drivers" -> "Let me manually select from a list..." -> I chose one option which was available and install
