Assuming you're referring to OE Tools | Options | Send | Mail Sending Format
| Plain text | Indent the original with..., this happens when the message to
which you're replying or forwarding was sent using Quoted/Printable
formatting.

Messages to this and other newsgroups that were posted using Google Groups
(and that you're reading in OE) are now in Quoted/Printable formatting.
