Speech-to-text only works for English but none of others? When using Windows+H command

I added other languages to Languages, as well as Speech. I did downloaded the language packs. They all appear under Settings>Languages with the symbols indicating basics, handwriting, speech, dictation..etc. the same way as English.Nonetheless, it always says "error...... try it later" in other languages.
