Windows 10: If your Display Language and Keyboard are not the same, Windows 10 will insist on creating a keyboard that matches the DL. Why?

I like to run my windows computers with Display Language set to English (US). But, my keyboard is a German QWERTZ one.However, no matter what I try Windows will force me to have a "ghost" Englis (US) keyboard. But why?To make it worst, Control+Shift changes the keyboard very easily and it drives me crazy.So WHY Microsoft?By the way, at least I can disable the change of layout by going to "Language Settings", "Language", "Spelling, Typing & Keyboard Settings", scroll to the bottom and choose "Advanced keyboard settings", "Input language hotkeys", and then "Change Key Sequence" to disable i
