I have done all the standard troubleshootingToggling camera permissions, uninstalled skype, uninstalled and reinstalled drivers, I checked camera settings and nothing is shown using the camera actively. I have restarted the PC, checked for updates, changed USB ports, etc. I open it up on Webex and it shows me the camera view for a moment but then tells me it's being used elsewhere, so the rest of it works.
