Windows Update from Windows Home 10 to Windows 11 always fails with error 0x80242016

I have DELL XPS 8940 machine with Windows 10 Home (originally from Dell). Since more than half year ago, Windows Update prompt me to upgrade to Windows 11. Such upgrade however always fails with following System event log message. I wonder what's the possible cause and what are the remedies?
