Print to PDF not overwriting old file

As an example - If I use 'Microsoft Print to PDF' to print a Notepad file then open the file, everything works fine. However, if I then again print the Notepad file using Microsoft Print to PDF and save it to the same PDF file, the message about overwriting the file appears as expected and I click 'yes'. But when I look at the new PDF file, its size is 0 and it is blank. When I try to open the file in Edge, Firefox, Adobe or Chrome I get an error message that the file can't be opened. This happens whenever I use Microsoft Print to PDF to print and reprint a file from any application.
