I hace an issiue with the error code 0x80284002

I had this issiue when i tried to login the Microsoft store whit other account, now i can't use my pin code, and i can't change it and it gaves me the error code 0x80284002, i saw a couple tutorials and they say that i have to delete a folder named Ngc, but i cant do it though i have administrator permissions, i tried to deleat it whit the cmd being administrator and i couldent deleat anyways
