I have 16GB of ram installed in my Laptop but for some reason only 5.9GB of that is usable. How can I fix this?

I own an Acer nitro 5 AN515-43-R3MG and I have not been running into a lot of trouble with it until now. It has a Ryzen 7 350H along with its Integrated graphics card and a dedicated GPU, a GTx 1650, and 16GB of ram installed. I began to encounter this problem I assume a week ago when I noticed that my laptop has been stuttering more than usual. I dismissed it and presumed it was a problem with the drive and went ahead to fix it. Then one day I open up my task manager and encounter this:Apparently, my computer is reserving 10GB of ram!!!
