I have done absolutely everything I can to get this to stop, and it will not. Every time I go to play a game it kicks up and doesn't go down no matter what I do. It has been using a steady 10mb/s+ of bandwidth all day and I can't even get that much from speedtest.net. I have turned all update settings to the minimum including upload, and have turned off delivery optimization. I have even paused updates entirely for the next 2 months. I don't ever use the windows store as I have seen some people having problems with it using up bandwidth and disguising itself as delivery optimization.
