Can't get audio on outgoing calls from phone apps

I have a Surface laptop, Win 10, and my audio works on everything I need it to except when I make a call in any of the phone apps I have. I can receive calls and audio works, set meetings and audio works, even video calls and audio works. We are using RingCentral, Cisco Jabber and Teams (in a transition). When I make a call to someone using any of those apps, they can't hear me and I can't hear them. When I start a meeting or they call me, all audio works both ways.
