How to reinstall/repair microsoft store, windows security center and app installer windows 10

When i was upgrading to windows 10, the electricity went out and after a while, my laptop shutdown, now i seem to not be able to use Windows Security center, microsoft store, app installer and can't even install things via powershell (admin)is there a way to sort of reinstall them without losing my apps in the process? Will installing the .iso with media creation tool onto an USB, and using the system image recovery delete my apps?
