Windows 10 explorer acting strange (white bar search, need to force refresh for changes like del/move/copy/paste)

So my file explorer in Windows 10 is acting strange. There's a white box covering the search bar. Covering, not that it's colored white, like I can't click into it. I notice that copying/pasting things won't take unless I hit F5 to refresh it. I tried running an integrity scan and restarting but neither have alleviated this issue. I am also noticing CTRL+C and CTRL+V are not working across apps. I cannot copy and paste any text anywhere...
